At the very least, before murdering the Oteros, the killer had rehearsed by strangling animals. On November 15, , in Holcomb, Kansas, four members of the Clutter family were murdered on their farm. Herbert, age forty-eight, his wife Bonnie, his daughter Nancy, age sixteen, and his fifteen-year-old son Kenyon were each found tied and shot with a shotgun.

Herbert Clutter also had his throat slashed. The murders initially mystified au- thorities, until Richard Hickock's former cellmate informed on Hick- ock in exchange for the reward money. Hickock's cellmate was a former employee of Herbert Clutter. Hickock told his cell- mate that he would steal that money and leave no witnesses. After they were released from prison, Hickock and a different for- mer cellmate, Perry Smith, went to the Clutters rural farmhouse with the intent to rob and murder them.

They did rob and murder them, but there was no safe, no large amount of cash, and they obtained only a little money and stole a few items of little value, including Kenyon's radio. Just as, in , Joey Otero's radio would be stolen. In the meantime, the press joined in the hunt. Wichita had two daily newspapers, two weekly newspapers, and several intermittent alternative, specialty, and underground newspapers, as well as three commercial television stations and one public television station.

The two weekly newspapers were the Independent and The Wichita Sun. What proved to be a one-issue un- derground newspaper was Wichita's Central Standard Times. I obtained one of the few existing copies of this issue and found that many of the pivotal reporters in the BTK story were involved with this paper, in- cluding Randy Brown, Cathy Henkel, and Dan Rouser. The murders sent a wave of panic through Wichita and this was re- flected in the stories reported by radio, television, and print press.

Wi- chita Eagle columnist Don Granger reported that at a Rotary Club meeting a man described his wife taking their teenage son's baseball bat from his closet and putting it near the door. His wife wanted to be ready to bash any stranger trying to enter the front door. Many at that meeting had similar stories. All across Wichita wives were panicked, as were single women. In a front-page story the Eagle asked readers to call or write the Eagle-Beacon's Don Granger if they had any Otero murder information.

Callers were told that they did not have to give their name, but they were asked to give a six-digit number as a personal identification number so that they could be lo- cated later in case reward money needed to be issued. The article mentioned the installation of a new device, a telephone answering machine. If there was no one there to answer the phone, a taped message would play and then a tape recorder would automati- cally be turned on in record mode.

Messages could be left on tape even when Granger was out. The Wichita police applauded this initiative by The Wichita Eagle, but decades later serial killer consultant Dr. Bob Keppel identified this type of press initiative as one of the worst things that reporters could do. Keppel also criticized John Walsh, the host of the television show America's Most Wanted, for inviting the Beltway Snipers to call him.

Robert Ressler wrote in his book Whoever Fights Monsters that columnist Jimmy Breslin's invitation to Son of Sam to contact him "irresponsibly contributed to the continuation of his [Son-of-Sam's] murders. Yet the question remained: Where was the killer? Handy was thought to have matched the description given by an Otero neighbor of a stranger in front of the Otero house on the morning of the murders. Kansas City police received a phone call on Saturday morning from a clerk at the YMCA in Kansas City, saying that a man matching the description was in the hotel lobby asleep on the bench. Handy was picked up by Kansas City police. He brought Handy back to Wichita with him for interrogation. By Satur- day afternoon, however, Wichita police were convinced that Handy was not the killer.

Handy told the police that his home was in Michigan and that he was on his way to Arizona to visit his foster parents. He had stopped in Kansas City to make some money for the rest of the trip. He was "definitely cleared" and released. Handy was fed and bathed on Saturday night and given a bus ticket back to Kansas City, where he had a job at a car wash. Nothing useful was developed from sev- eral months of undercover investigation. The problem lay in the vague descriptions. Neighbors reported a "suspicious looking man" in front of the Otero home at a. He had a slender build and a dark complexion, and was believed to be of "foreign extraction.

One witness to the getaway was a man on his way to take his mother to a doctor's appointment who stopped to let what he thought was a white station wagon back out of the driveway of the Otero house at about in the morning. Only later, after he had heard what hap- pened there, did he try to come up with a description of the driver of the car, a man he had only briefly glimpsed. He said the man driving the car had a dark complexion and a rum- pled hat. Later formal social science studies by Dr. Elizabeth Loftus, Dr. Stephen Penrod, Dr. Brian Cutler, and Dr. Gary Wells conclude that eyewitness descriptions are notoriously inaccurate, especially when they are asked to remember something that they had no reason to re- member in the first place.

The police released a composite drawing which appeared to be based on a photograph of Julie Otero's coworker. Julie had been a worker on an assembly line at the Coleman Company, in Wichita, from the middle of December until January 3, Her employ- ment there ended only twelve days before her death. Julie was laid off because of a reduction in the labor force and not fired because of mis- conduct. She had been recommended for rehire. The Coleman Company was a major Wichita employer with thou- sands of people on the payroll.

Williams' father said that Michael and Julie had worked on different shifts, and although they knew one another, they were not close friends. Michael would not be the only possible BTK victim named Williams. He was employed full-time as an aircraft mechanic and flight instructor. Joseph Otero joined the U. During that time he was stationed in the Panama Canal Zone, though he had at one time been stationed in Wi- chita with the th flying wing.

Reportedly, for a time Joseph Otero was the aircraft mechanic for General Omar Torrijos, then the defacto leader of Panama. It is possi- ble that Otero was known to Torrijos' chief of military intelligence, Manuel Noriega. Noriega is currently listed as a prisoner-of-war in an American prison, having been convicted of smuggling drugs by air- plane into the United States.

Some police thought the excessive vio- lence at the Oteros' house and the sexual display of Josie were symptoms of a drug kill, revenge for a deal gone bad, and a signal to others not to repeat Joseph Otero's mistake. Joseph had a pilot's license and had been a flight instructor. As far as his friends and family remember, during his time in Wichita he had only flown for pleasure and had not worked as an instructor.

Joseph hoped for a job working at Cessna. He stayed with my classmate Kirby Ortega's family for two months until the rest of his family joined him. Because Wichita was the "Air Capital of the World," Joseph Otero agreed with his friends that Wichita was the most likely place to find employment using his aircraft-mechanic and flight-instructor skills.

Days later, at the beginning of November, Joseph Otero purchased the home at North Edgemoor, the one with the white-picket fence. If the children had been a big problem, as some are, we probably would have had the parents in for a conference. But Joe and Josie were just model youngsters. Josie was a talented little girl. She made placemats for the Christmas party, and they were very attractive.

The Oteros' Wichita neighbors had little to offer. The family's for- mer neighbors in Puerto Rico told investigators that they knew of nothing that would indicate that the Oteros were anything other than a "religious, God-fearing" family. Police found that the Oteros did not have a vast number of friends in Wichita, which wasn't unusual since they had not been in the city for very long.

They also found no evidence that the Oteros had associ- ated while in Wichita with undesirables of any kind. By January 17, police were saying they could find no connection between the murders of the Oteros and the shooting of Julie's coworker, Michael L. According to an Otero family member in Puerto Rico, two un- known men ran Joseph off the road with their car less than two weeks before his murder.

Joseph reportedly had broken two ribs on his steer- ing wheel when his car ran into a curb. He said he had no idea why the men had run him off the road. However, in July Charlie Otero told me that his father had told him that his rib injuries were the result of his car sliding on the ice into a bridge abutment. Another possibility was that drugs were involved in the Otero murders.

On Monday, January 14, , the day before the Otero mur- ders, an aircraft from Puerto Rico en route to Wichita had crashed in Florida. It carried one-and-a-half tons of marijuana. Three days later, two days after the murders, police announced that they could find no connection between the plane crashes and the Otero murders. But privately, they still believed that this was a strong lead. Floyd B. Hannon had just become a Wichita police officer when he began serving as a U. Marine during World War II from to Brighter than most, Hannon was among the first Wichita police offi- cers to earn an associate's degree, then a bachelor's degree, then a master's degree in administration of justice from Wichita State Univer- sity.

His resume lists having served on the boards of a dozen organizations, including the International Association of Chiefs of Police. Since he had served first as deputy chief, then chief. In he was confronted with a mass murder that panicked Wichita. They spent two days in Puerto Rico and six days in Panama. Years later, I learned details of that trip from Cornwell during both a face-to-face and a telephone interview.

Because they had the horrid crime scene photos in their briefcases they were held up in Miami by U. Customs until their story could be verified. Customs officials feared that the two men might be hit men who were returning to Puerto Rico with the photos as proof that their hits had been successfully carried out. While on that island Hannon and Cornwell interviewed Joseph Otero's parents and other relatives. Twenty-five persons were inter- viewed in all, but little of worth was learned. They confirmed that Julie Otero was a martial artist and self-defense instructor, that Joseph Otero was a boxer and a martial artist, and that the Oteros' dog was a trained guard dog.

Some of Otero's personal letters and photographs were thought to perhaps contain leads, but nothing hot. In Panama they were escorted by the U. Air Force, but again the purpose of their mission was questioned, this time by the Panamanian "Dennys" military police. The Panamanian chief had a machine gun on his desk and a carbine in the corner. Once their bona fides were es- tablished, the detectives finally began questioning witnesses. A few of the Oteros' former neighbors did not want to talk with the Americans, so the Panamanian military threw them in jail until they changed their minds.

Hannon and Cornwell checked a report that Joseph Otero had a mistress in Panama. That report came from one of Joseph's surviving children. In verifying the report, they learned that, while in Panama, Joseph Otero was a man who led two lives. In one life he was married with five kids. In the other he lived in an apartment with a girlfriend.

Most police speculate that his CIA stories were a cover to get out of the house and see his girlfriend. After talking to the former girlfriend, however, the cops concluded the murders were not due to any love triangle. The conflicts were over busi- ness deals involving flying merchandise into Panama from South America. All five were in the United States and were being searched for by the Wichita police. Two of them had already been interviewed, one in Wichita and another in New Mexico.

With the new information about the business deals, however, both of those individuals were reinterviewed. The commander of the investigative branch of the Panamanian Na- tional Guard was "very interested in the knots" the killer had used. The commander said that those knots had been tied "by a sailor. Because the evidence did not develop suspects or good motives, a detective came up with a theory that Joseph Otero had killed his fam- ily and then died either by committing suicide or by accident.

This came up because of the possibility that he tied his own ropes. A detec- tive thought he may have intended to be found alive, but accidentally strangled himself. When Hannon returned to Wichita in mid-February he announced that, from that point on, every person arrested in the city would be fingerprinted, and that those fingerprints would be checked against the unidentified prints found on the chair at the Otero crime scene.

Hannon asked that all persons with a Puerto Rican background liv- ing in Wichita get in touch with the police, in the hopes that they would be able to provide additional information about the Otero family. The police had run out of leads. A horrendous crime had been com- mitted by a killer who had left no traces behind him.

This fiendish cleverness was only the opening round, though, for a man who soon would be taunting the police to find him. Chapter 4 The Murder of Kathryn Bright Although no one realized it at the time, in the s a Wichita police special investigative unit known as "The Ghostbusters" would con- clude that the man who killed the Oteros struck again less than eleven weeks later.

In the spring of no one made a connection between the crimes. On April 4, , a man broke into East 13th Street North. In- side, he hid and waited for twenty-one-year-old Kathryn Bright to come home. On this day, however, Kathryn was not alone. She arrived with her nineteen-year-old brother Kevin, who was visiting from Valley Center, a town north of Wichita. Kevin had earlier cosigned for a loan applica- tion for his sister.

If the killer had previously stalked Kathryn, Kevin's presence would have been a surprise. When Kathryn and Kevin entered her residence, a man emerged from hiding in a bedroom. He had made a "chair" out of clothing in her bedroom closet and apparently sat and waited there.

He was wear- ing a stocking cap and gloves — and he had a gun. The man held a. The intruder told them he was wanted by police in California and was on his way to New York. Kathryn, later described by friends as feisty refused. The killer left him, and Kevin re- membered hearing the man rummaging through the house for several minutes. He then returned to where Kevin was bound. It was like he'd done it before. He wasn't worried about anything that I could tell. He was methodical, is what I'd say.

He didn't push me down, didn't slap me around. He laid me down on the bedroom floor, and I remember he put a pillow under my head. He started strangling me He wasn't going to shoot me, he was going to strangle me," says Bright. Kevin struggled and finally managed to get his hands free. Imme- diately he grabbed the killer's gun. He should have been lying there dead, because I got ahold of the gun and the trigger and pulled it twice, but it didn't go off.

He pulled it away from me and that's when he shot me the first time. I just went on the floor. So, he thought I was dead, I guess, and left me alone for a while. I just lay there and he went into the other room. Nevertheless, he quickly regained consciousness and heard his sister say, "What have you done to my brother? Kevin then heard what he interpreted as the man strangling his sis- ter.

Kevin managed to grapple with the man and again took the gun from him. Kevin tried to shoot the intruder, but the gun misfired. The man wrested the gun from Kevin and shot him in the face, the bullet entering just below his nose. This time Kevin feigned death un- til he could gather his wits. So, I got up and went to the door and opened it and went out- side," said Bright. Kevin rolled over and ran out a side door, almost immediately run- ning into some passersby. There's a guy in the house doing a job on my sis- ter," he said.

The passersby took Kevin to Wesley Medical Center, about a mile away. Witnesses at Nail's Automotive across the street phoned the police. At one time he just asked me, 'Haven't I seen you at the university? Kathryn was found bound and semi-nude, with ligature marks on her neck. Unconscious when police arrived, she died five hours later at Wesley Medical Center. Though Kevin survived, he was hospitalized at Wesley for two weeks. The wounds from the gunshots and the loss of blood report- edly gave him some brain damage.

Over time, Kevin Bright gave inconsistent descriptions of the man. Initially, according to police and press reports, Kevin described the in- truder as white, about five-foot-ten, stocky, with dark brown or black hair, a black mustache that reached the corners of his mouth, and wear- ing some type of uniform. He said the man was about twenty-five years old and wearing a black stocking cap, orange shirt, and orange jacket. This description later changed, and remained firm: Kevin later in- sisted his sister's killer was a shorter "Oriental" or "Mexican" man wearing an olive-drab military fatigue jacket.

By , his description had reverted nearer to his original descrip- tion. Bright described BTK as around twenty-five or thirty years old, about five-foot-ten, and pounds. He says he had a slightly darker complexion and a black mustache. He was not wearing an orange shirt and or- ange jacket. The only other detail Kevin could remember was a watch. But there was a more sinister detail: "Even though I surprised him when I was with my sis- ter, he was in control from the time it started until I got out of there.

He knew what he was doing. He said that all of Bright's re- marks were audiotaped in the emergency room. He said that Bright's description was not something that they could rely on in court. At the crime scene the police recovered shell casings from an auto- matic pistol. Wichita Police identified the make and type of weapon, but did not publicly release that information.

Kathryn's keys were stolen. A quantity of drugs was found by police in the Bright home, but details were not disclosed. The Brights' neighbor found rope and scuff marks under a tarp in the bed of his truck. The police determined the rope was identical to that used to tie up the Brights and realized the perpetrator was proba- bly hiding when the police arrived.

Police speculated that the killer must have just exited the crime scene when police entered, and he managed to hide under the tarp. After police entered the house, the killer must have emerged from hiding under the tarp and fled. Kathryn had lived at that 13th Street address for less than a year. She worked as a metal brazer until March 11, , and as an assem- bler after that. She worked in the same department, the same assembly line, as Julie and Michael L. Williams, the supervisor who was shot three days before the Oteros. Kevin Bright had also been a Coleman employee, from March until June , and then again during July and August of that year.

Because of the killer's reported statement that he was wanted in California and was headed to New York, Wichita police did not look for a Wichita resident in connection with Kathryn's murder. They, instead, focused their attention on men who were "just passing through. He also stood outside of the Coleman Com- pany at shift change and looked for the man who tried to kill him. It was Suspect Barbara, the same suspect that Ken Duckworth had developed as a suspect in the Otero murders within three hours of the discovery of the Oteros' bodies.

However, because of the inconsisten- cies in Kevin's description, and because of his brain damage, District Attorney Keith Sanborn would not file charges against the man Kevin identified. In attorney Jackie Williams, who was Keith Sanborn's deputy district attorney and would serve as U. Attorney for the district of Kansas, told me that in practice one could not prosecute a suspect for murder based on the testimony of a lone brain-damaged witness whose story had changed.

According to some sources, the refusal of the district attorney's office to prosecute this suspect caused conflict between police and prosecutors under more than one administration. Once again, the killer slipped under the radar. Chapter 5 The Letter in the Library The manhunt continued through the spring and summer until, on Oc- tober 8, , a young man with known mental problems was picked up by police in connection with the molestation of a five-year-old girl. The young man had been apprehended attempting to have sex with a duck while in a car.

The duck protested loudly and the noise caught the attention of patrolling police. During his interrogation the young man gave "suspiciously accu- rate" information regarding the Otero murders. He eventually con- fessed to murdering the Oteros. The confessor implicated two others, one his brother and the other another male relative. The brother, who was in E. Allen Hospital, a county hospital for indi- gents and for many with psychiatric problems, after what appeared to be a suicide attempt on a downtown street, also confessed to killing the Oteros.

The third man implicated, also a relative, was sought. At that time persons had been interviewed by Wichita Police in connection with the Otero murders, many of them because of past in- volvement in sex crimes.
